Engineer 3Minimum QualificationsA Bachelor Degree in civil engineering, supplemented by five (5) years of progressive management experience is required. Must possess and maintain registration as a Professional Engineer and a valid South Carolina driver's license. Must obtain registration as a Professional Engineer in South Carolina and the SC Water Distribution Operator Class A level license within one (1) year of hire.Salary: Entry $82,951 Midpoint $107,836 Max $132,721----------------------------------------------------------------------------------------------Department: EngineeringReports To: Director of Engineering FLSA Status: ExemptJOB SUMMARYThe purpose of this classification is to coordinate and supervise the tasks of engineering field personnel and to coordinate assigned construction projects with Field Operations personnel, contractors, and developers, ensuring compliance with applicable laws, regulations, codes, contracts, specifications and standards of quality and safety.ESSENTIAL JOB FUNCTIONS:

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.Assigns, reviews and plans work; establishes work schedules and allocates personnel; instructs and maintains standards; coordinates activities; selects new employees; offers training, advice and assistance as needed.Performs project management by preparing, reviewing, monitoring and supervising project schedules, budgets, construction and maintenance contracts and agreements and activities of personnel.Coordinates assigned construction projects with construction/maintenance personnel, contractors, and developers.Schedules and conducts pre-construction meetings; conducts site visits to determine scope of new projects.Conducts quality control of all Greenville Water engineering projects before bidding process.Assists with the preparation of bid packages and managing the bidding process for assigned projects.Designs and inspects all new water mains installed 24" in diameter and above.Monitors and inspects field work for compliance with applicable laws, regulations, codes, contracts, specifications and standards of quality and safety; resolves problems with contractors and developers, as necessary.Supervises and participates in the development of engineering designs and water line layouts.Receives and responds to inquiries, concerns, and complaints from customers regarding engineering projects and services.Represents Greenville Water on city, county, and state highway projects; coordinates and perform project activities such as, reviewing drawings for potential infrastructure conflicts, attending meetings, preparing plans and defining scope for relocations, supervising construction and relocation of water lines, and providing project updates to appropriate parties. Communicates project status and concerns to supervisor.Attends workshops, seminars and/or classes to keep abreast of new design and application techniques and new governmental regulations and programs which affect department operations.Receives, reviews, prepares and/or submits various records and reports including payment requests, construction drawings, as-built drawings, work orders, materials estimates, tap orders, permits, memos, correspondence, etc.Interacts and communicates with various groups and individuals such as the immediate supervisor, other department supervisors and employees, subordinates, customers, engineers, architects, developers, contractors, sales representatives, City/County personnel, property/business owners, and the general public.Serves as Greenville Water's liaison with the SC Department of Transportation and their planned schedules and requirements for highway and bridge projects that may affect Greenville Water's transmission and distribution system.Assists in conducting surveys, locates and inspections and in preparing drawings.Performs other related duties as required.----------------------------------------------------------------------------------------------To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily.
