Responsibilities

  • Identify and develop operations strategy including goals and metrics
  • Oversee the management and execution of all ADL business tasks
  • Maintain currency on government contracting rules/regulations and as needed assist government in monitoring execution of existing contracts
  • Assist in development of required contract reports
  • Maintain currency on government budget/financial rules/regulations and as needed assist government in monitoring commitment/obligation and execution of annual budget
  • Monitor Financial management, including active budgetary monitoring and forecasting
    • Assist in development of POM documentation and annual spend plan
    • Assist in development of responses to finance related requests for information and reoccurring reports
    • Assist in tracking overall program execution of funds
    • Assist in maintaining financial files in accordance with established policies and procedures
    • Oversight of management and upkeep of ADL equipment
      • Monitor all procurement actions including cost-estimation
      • Maintain equipment inventory lists and conduct periodic inventory reviews
      • Assist Outreach Team by ensuring key operational support (facilities/personnel/equipment) is available
      • Assist R&D Team monitor contracted R&D efforts including ADL BAA selection process
      • Provide operational support to the IT Principal for maintenance, operations, and inventory of IT assets
      • Supervise and manage Operations team in IT, administration, financial and logistical concerns in accordance with the Operations Annual Plan, and at the direction of the Program Manager
      • Represent the organization (ADL) in the stead of the PM or Director, on an as needed basis at strategic level meetings
      • Minimum five (5) years of responsible project or program management experience. Experience will be considered in lieu of desired education or certifications.
      • Experience serving as logistical lead of personnel, equipment, and projects. Execution of these tasks in multiple locations
      • is desired.
      • Experience tracking financials, contracts, and adherence to regulatory policies and governance
      • Knowledgeable of contract execution and familiarity with Broad Agency Announcement, Small Business Innovation
      • Research models and the appropriate documentation and program policies to execute these programs
      • Experience with SharePoint, managing content and database maintenance
      • Adaptability to a dynamic environment with rapidly changing requirements
      • Experience leading teams, and managing projects to a standard level of performance and completion
      • Excellent time management and organizational skills with the ability to handle multiple tasks and priorities.
      • Advanced-level proficiency with Microsoft Office Suite of tools
      • Acute attention to detail, and the ability to review, revise, and draft (as necessary) correspondence on behalf of the client
      • or to address government requests for information
      • Positive, well-mannered and dedicated leader, with the ability to demonstrate assertiveness with minimal supervision to
      • address mission success and completion, while understanding client intimacy and company guidance toward a singular
      • goal of contract success
      • Thirst for knowledge and always willing to learn and assist colleagues.
      • Enthusiasm, flexibility and willingness to work in a high-paced, dynamic environment.
      • Excellent command of English (oral and written communication).
      • US Citizenship with the ability to obtain and maintain a Government Clearance.
      • You must be able to meet all health requirements, including but not limited to, current and future vaccination requirements for infectious diseases such as COVID-19.
        Desired Qualification
        • Bachelor's Degree Preferred
        • Familiarity with Government and industry working groups and communities of practice.---------
        • Familiarity with distributed learning, learning science, marketing and public relations.------
        • Familiarity with Government relations with external organizations, industry, and global partners.------
        • Ability to engage with senior military and Government officials at the strategic level------
        • Project Management Professional (PMP) Certification or DAWIA Certification Level 1 or equivalent experience------
        • Experience in DoD administrative processes, procedures, policies, and functions------
        • Knowledge of government practices and policies as they relate to financial and contracting actions, in addition to at minimum a working knowledge of Federal Acquisition Regulations (FAR)------
        • Understanding of the Government acquisitions process, policy and procedure
