Division PARKS & GROUNDS Brief Description Brief Description of the
Job
Under regular direction and in compliance with standard operating
procedures and policies, oversees and participates in day-to-day
operations for an assigned crew performing maintenance related to
the Citys, green spaces, playgrounds, cemeteries, facilities,
equipment, parks, and amenities. Performs inspection, maintenance,
grounds-keeping, installation, service, and repair of assigned
area, facilities, and equipment. Assists in the planning and
supervision of construction projects, as well as, crew support for
special events. Ensures personnel comply with City, State, and
Federal safety procedures and protocols in the performance of job
duties. Assists during storm/weather clean-up events and
emergencies. Utilizes heavy equipment, including dump trucks, in
the performance of job duties. Must maintain a Class B CDL and a
Non-Commercial Pesticide Applicators License.
Job Duties Essential Functions
Oversee General Property Maintenance (40%): Oversee and participate
in crew operations to maintain parks, playgrounds, cemeteries,
trails, shelters, athletic courts and fields, waterways, monuments,
and various facilities. Plant and care for trees, shrubs, and
grassy areas. Mow, weed eat, over seed, fertilize, apply pesticide,
water, mulch, aerate, and sod assigned areas. Install tumble safe
playground mulch in designated playground areas. Assist tree crew
as directed, by cutting down and removing diseased, dead, or
damaged trees and limbs. Assist in preparing athletic
fields/courts, playgrounds, and various other recreation sites for
events. Operate and monitor crew use of small and large equipment
and hand tools in performance of job duties. Supervise and assist
crew in routine and preventative maintenance and service of
equipment and hand tools by removing dirt, washing and greasing
parts, checking oil, changing oil filters, changing blades, and
fueling.
Supervise Personnel (25%): Supervise technicians, temporary staff,
and volunteers including setting performance expectations and
standards; prioritizing and assigning work; and allocating staff
according to operational needs. Provide staff with necessary
coaching and training. Ensure timely reporting and documentation of
all work place accidents/incidents. Participate in the hiring and
selection of staff for open positions; and ensure the timely
documentation and discipline of employees consistent with Human
Resources policies. Write and conduct performance evaluations in a
fair, consistent and timely manner.
Assist with Construction/Installation Projects & Special Events
(20%): Assist in the planning and supervision of various
construction, installation, and special event projects. Prepare
construction sites by digging holes; placing and leveling poles,
fencing, and railing; mixing, setting, and pouring concrete. Load
materials and equipment. Assemble and install signage, picnic
tables, benches, bleachers, playground equipment, shade structures,
windscreens, special event structures and materials, etc. Supervise
and assist crew with the set-up, tear down, and cleanup of
permitted special events. Help direct traffic as necessary.
Ensure Safety (10%): Ensure personnel comply with City, State, and
Federal safety procedures and protocols in the performance of job
duties. Proactively identify, remove and/or report potential
hazards such as dead animals, bees, ants, snakes, needles,
transient materials, invasive, and noxious plant materials. Ensure
equipment and property safety. Conduct scheduled inspections of
safety and emergency equipment and document condition.
Assist with Inclement Weather/Emergency Operations (5%): Outside of
regular schedule, throughout inclement weather conditions (i.e.
snow and ice) lead crew and assist in the Citys emergency response
operations. Clear or remove trees, limbs, debris, and other storm
or weather damage from assigned areas. Operate sanders, loaders,
snowplows, and other specific equipment necessary to clear and
maintain roads and walkways.
Perform other duties as assigned.
Qualifications Job Requirements
High school diploma or equivalent.
Over four years of experience in parks & grounds maintenance,
landscaping, horticulture, or related field.
Must have or obtain South Carolina Non-Commercial Pesticide
Applicators Category 3 (Ornamental and Turf Pest Control) License
within 6 months of hire.
Preferred Qualifications
South Carolina Non-Commercial Pesticide Applicators Category 5
(Aquatic Pest Control) and Category 6 (Right-of-Way Pest Control)
Licenses.
Driver`s License Requirements
Valid South Carolina Class D Driver`s License at hire.
Valid South Carolina Class B Commercial Learner`s Permit (CLP)
within 3 weeks of hire.
Valid South Carolina Class B CDL within 3 months of hire.
Performance Requirements
Knowledge of:
Plant material identification and weed identification.
Proper pesticide and herbicide handling, mixing and spraying.
Safety guidelines written in operators manuals for equipment
used.
SCDOT Work Zone Safety Guidelines.
Small engines and components.
Regulations related to CDL limitations and requirements.
Playground safety standards.
OSHA regulations and PPE requirements.
Ability to:
Use computer programs and applications to write reports,
evaluations and enter information into work management system.
Read Safety Data Sheet (SDS), manuals, policies, and other
reference materials to understand and enforce proper use of
materials and equipment.
Appropriately mix, measure, and apply pesticides and herbicides by
calculating fractions, percentages, ratios/proportions.
Perform regular preventative maintenance on lawn mowers, weed
eaters, and other small equipment.
Operate heavy equipment such as a CDL dump trucks and vehicle with
trailer if in possession of Class A CDL South Carolina license.
Operate various types of mowers (e.g., push, side mount,
embankment, front mount, zero turn, reel, tractor and tractor
mounted mowers), utility vehicle, blower, ballfield drag, walk
behind edger, aerators, weed eater, air compressor, generators,
water pump, hand and power tools, and rakes, backpack sprayer,
power washer, water wagon, stump grinder, chain saw, pole saw,
backhoe, combo planer, tiller, front end loader, skid steer loader,
tamp, excavator, and other various commercial landscape maintenance
equipment.
Use a portable radio, phone, or other communication devices.
Working ConditionsPrimary Work Location: Outdoors.
Protective Equipment Required: Safety glasses, ear plugs,
protective coverings, gloves, steel-toed boots, safety vest, and
hard hat.
Environmental/Health and Safety Factors: Frequent exposure to
unpleasant environmental conditions and/or hazards. Majority of
work performed outside or with exposure to risk. Daily exposure to
respiratory, chemical, and fire hazards (e.g., gas fumes, pesticide
chemicals, dust and dirt, etc.), noise and vibration, as well as
mechanical, electrical, and physical hazards (e.g., high voltage
power lines, dangerous machinery, falling tree branches, etc.).
Seasonal exposure to extreme temperature and wetness and/or
humidity.
Physical Demands: Continuously requires standing, walking, lifting,
carrying, pushing/pulling, vision, foot controls, balancing,
hearing, twisting, and talking. Frequently requires climbing.
Occasionally requires fine dexterity, sitting, reaching, handling,
kneeling, bending, and crouching. Heavy strength demands include
exerting up to 20 pounds constantly, 20-50 pounds frequently, and
50-100 pounds occasionally.
Mental Demands: Frequently requires time pressures, frequent change
of tasks, performing multiple tasks simultaneously, working closely
with others as part of a team, tedious or exacting work, and
noisy/distracting environment. Occasionally requires irregular
schedule/overtime.
