Assists customers with permitting and business licensing processes and inquiries via email, phone, and fax as well as in person. Assists in researching information for business licenses and permits as needed. Supports walk-in and online customers in processing business licenses and permits. Enters information into data management system and answers any questions that may arise. Receives fee payments for permits, business licenses, property maintenance, fire department, and zoning departments. Balances cash drawer on a daily basis. Responsible for data and paper file maintenance. Creates and maintains electronic permitting and licensing files. Must have knowledge of State laws and local ordinances concerning business licenses and building permits.
Job Duties Essential Functions
Process Building Permits and Business Licenses (60%): Serve as first point of contact for customers seeking building permits and business licenses. Provide assistance, information, forms and permits to the public; receive, review, and process applications for permits and licenses; collect and process appropriate information, and apply applicable policies and procedures in determining completeness of applications, records, and reports; assess fees; issue and approve building, mechanical, plumbing, and other related permits. Verify all data for accuracy, including but not limited to dates, addresses, contractor information, tax map number, business license data, etc. Input, retrieve and update data for building, electrical, plumbing, mechanical, boarding, and sign applications into various customized data screens. Calculate, receive and process permit and license fees, including license adjustments for contractor`s year-to-date cumulative work. Prepare and balance daily payments received for submission to the Revenue Division. Review and process license renewals.
Provide Customer Service (20%): Educate customers on state laws and city ordinances governing all permits and business license regulations, including penalties for operating without a license or permit, types of licenses and permits, and associated state licenses such as ABC or DHEC licenses. Research and help customers solve any license or permit issues. When necessary, refer customers to the appropriate department/person that they may need for specific services. Copy, fax, and e-mail permitting forms and related documents (e.g., receipts, occupancy permits, applications, invoices, etc.) to customers. Collaborate with Greenville Cares and other city departments in order to efficiently address citizen concerns.
Provide Administrative Support (15%): As assigned, provide administrative support for building inspections, plan routing, and property maintenance to include but not limited to receiving and directing phone calls for various department and City staff; helping with permit reinstatements; assisting contractors with proper inspection selection; and helping customers with online submittal processes. Assist with routing plans throughout the City and creating, editing and posting plan review comments. Prepare and send work orders resulting from inspections to the appropriate Public Works division, perform electronic title searches and determine property ownership using various search techniques, and prepare/mail property violation notices and court summons to property owners or tenants.
Provide Data Management (10%): Keep track of all background checks concerning business licenses and maintain files for all types of permits and business licenses. Collaborate with outside departments such as zoning, fire, engineering, and construction inspections to help maintain permitting and business license records. Keep track of all information sent to Duke Power for electrical issues and ReWa for sewer tap information.

Qualifications Job Requirements
Formal Education: High school diploma or equivalent is required.
Experience: Must have over one year of secretarial and clerical office experience. Customer service experience, construction experience, and/or knowledge of construction drawings and/or plans is preferred.
Driver`s License Required: Regular Class D South Carolina Driver`s license.
Overall Strength Demands: Sedentary strength demands include exerting up to 10 pounds occasionally or negligible weights frequently; staff positioned at workstation most of the time with a variable position desk.
Physical Demands: Continuously requires fine dexterity, sitting, handling, vision and hearing, twisting, and talking. Occasionally requires standing, walking, reaching, kneeling, bending, and crouching. Rarely requires lifting, carrying, pushing/pulling, climbing, and balancing.
Machines, Tools, Equipment, and Work Aids: Computer, scanner, printer, multi-line telephones, calculator, fax machines, copier, credit card machine. Operates a variety of modern office equipment to include, but not limited to, printers, copiers, calculators, multi-line phone systems, scanners and fax machines, or other specialized equipment, and personal computers in a windows based computing environment using standard or customized software application programs appropriate to assigned activities.
